default nroff terminal table

I have just posted to net.sources our local default nroff terminal table,
which does a much better job on most dumb terminals and dumb line printers
than either the -T37 table or the -Ttn300 table, the common defaults.  It
does have one wart, in that it doesn't emit the escape sequences needed
for col(1);  on the other hand, this means the output is ok without col.
This was a conscious tradeoff.
