bug in VAX micro code (bisl2)

In the process of developing a distributed operating system, I ran into
a problem which looks like a bug in the VAX 750 micro code for bisl2.
The situation is something like this:

	# kernel mode, memory management enabled (map is 1-1)
	# 4(ap) contains 0x80000001
	bisl2	$0x80000000,4(ap)
	# now 4(ap) contains 1

Is this a bug indeed? The revision level of the micro code is 98.
