bug in make?

When I use make to rebuild a large library (using a cross compiler)
after 15 or so compiles, my compiler dies with "too many open files?"

This appears to be a bug in make. Does anyone have a fix / workaround?
(MORE BDS4.2 w/NFS(!) on VAX 11/750)
