4.[123]bsd tbl gives core dumps

Description:
	The "tbl" command sometimes gives core dumps.  The cause is
	the use (before setting) of the variable "ip" in the function "putline".
	I've yet to figure out the "right" thing to do.

Repeat-By:
	Typing the following:

		cat << EOF > dumbfile
		.TS
		;
		c c .
			x
		.TE
		EOF
		tbl dumbfile > /dev/null

	(where the character before the word "test" above is a tab character).
