The C-shell "nice" command doesn't work properly on its own.

Description:
	The "nice" command, with no arguments, sets the priority of the C-shell
	to 19 instead of 4.

Repeat-By:
	From the C-shell, type "nice" then "ps lt".  The NICE field says "19".
