Actually, you can disable mailq on a binary site. After moving the
original /usr/lib/sendmail to a protected copy somewhere, crank up
emacs on the "public" binary. Find the argv[0] comparison table
(just search for "mailq") and replace the m with a null.

You also have to find the check for -bq and nuke it as well...
