O_APPEND not getting set on UUCP logfiles

Description:
When the more generic logfile code was added to UUCP, one variable
name change was missed, causing the O_APPEND flag to never get set
for logfiles.
Repeat-By:
Run multiple UUCPs... watch the log get munged.
