Qualified Names mean you don't break the C Library

Multics' "binder" (sort of a linker) has the ability to make names
disappear after they are resolved, thereby reducing the problem
associated with having multiple (many!)  layers of libraries.  The
UofArizona linker also has this same ability, to avoid having to have
conventions.
