Strange lint behavior

Alright all you C wizards, gurus, trolls, etc.  Howcumzit when I run
"lint" on:
	foo()
	{
		struct foo bar;
	}
I get:
	foo1.c(3): unknown size
	foo1.c(3): warning: structure foo never defined
	foo1.c(3): warning: bar unused in function foo
	foo1.c(3): warning: structure bar never defined
whereas with:
	foo()
	{
		static struct foo bar;
	}
I get:
	foo2.c(3): compiler error: insane structure member list

I find the former diagnostics considerably more edifying than the
latter.  My question is: is there a valid reason for the latter
diagnostic (i.e., does it give me any additional information), or
should this be considered a bug in "lint"?

P.S.: this was run under 4.2BSD
