Shared initial sequences between structures

Since this technique is quite useful for implementing, albeit crudely,
generic operators as well as Smalltalk-style inheritance, it would be
nice if this could be explicitely guarenteed in the standard.  If in
addition the offset of all members of a union are guarenteed to be the
same (and why not zero?), then the requirement of C.3.1.3 for shared
initial sequences inside unions would automatically be met.
