Need help with finding perimeters of bounded areas

If I understand the problem statement correctly, you can make a
preliminary processing pass wherein each given line is replaced
by its outline (rectangle of length = line's and width = D(i)),
then find the bounding polygon by the following algorithm that I
developed many years ago; it's not elegant but it works.
