faking keystrokes

	Is it possible to reroute the keyboard interrupts in order
to make BIOS believe that it is receiving keyboard input when the
input is actually from a non-keyboard source (like a file)?
	My problem is that my computer loses its configuration with
every re-boot, meaning that I have to re-configure the thing by hand
every time that I turn it on.  
	I would like to send a ctl-shift-alt-ins sequence followed
by an esc.  Is this possible?  Does anyone out there know how to
write such a code?
	I would prefer an answer oriented toward Turbo PASCAL but C
would also be greatly appreciated.
