Paradox Engine - comments?

I'm looking for opinions regarding Borland's Paradox Engine
(current release V2.0?). I believe V3 is on its way and the specs
sound great - including Win3 compatability and TP class library
interface. The current release has already got c++ class library
and VROOMM. 

Specific questions:
  - whats the performance like (the bottom line I guess!)
  - how "encapsulated" is it? i.e. not just token OOPing?
  - what's index management like (I'm not familiar with Paradox)
  - what's the co-relation with PCL like?
