adding system calls to vms

I just received some mail including the following:

They run VMS, but aren't willing to add the system calls to run Eunice
(I didn't know you needed to add system calls), and so can't run
vi under VMS.  So this guy is charged with duplicating the VMS
screen editor under UNIX, since they want a common editor for both
systems.  Ugh.

What kinds of system calls do you have to add to VMS for Eunice?
Is there some incentive from DEC to leave VMS alone?
