20 May, '88 dpANS: Rationale document?

The copy of the current (20 May, 1988) dpANS that I picked up yesterday
(Tuesday, 29 June) does not seem to have an accompanying Rationale
document.

It is not clear to me whether this is by design or accident; I thought
it might be of value to mention it, though.
