Help with 3B1 OBM and HDB UUCP

I recently picked up a copy of HDB UUCP from the OSU archives and
have installed it, well it took a few false starts due to shortage
of disk space first time.  Somewhere in this process the OBM stopped
using tone dialing and changed to pulse code dialing.

Can anyone indicate how this might have happened and, let me know how
to go back to tone.
