For whatever its worth, my 3B1 will also consistantly deliver >900cps 
performance in both directions also.  I'm using HFC and a Telebit Trailblazer+
HDB and the 3.5.1.4 kernel.  Maybe your kernel is the problem?
Have you tried an earlier version?
