Protections on various files

I've been adding a few binaries to my system and stuffing them in
/usr/local/bin and their associated files in /usr/local/lib.
I created these directories with owner id=bin and group id = bin.
The files themselves are set as (bin, bin).

My specific question is concerning pcomm and zmodem programs. Currently,
pcomm is (bin, bin) with rwsr-xr-x permissions. I have the zmodem programs
(sz and rz) set at (bin, bin) with 755 permissions. Now, when I try to
download a file from a host, the transfer aborts and in the case of pcomm's
xmodem protocol, I get the error "Can't create file blah_blah."
If others are using this program, how do you have your files set? Also,
with other binaries (such as gnuplot), what should the permissions be?

In general, when I add new programs to my system, is there an owner id and
a group id I should be setting them to?

thanks,
