Error with generating newshlib (from OSU-CIS archives)

I think there is an error somewhere with the shlib generator I snarfed
from the OSU-CIS archives.  Everytime I go to create the file newshlib,
it complains that it can't open the file 'shlib.o' ... any ideas as
to why this is so?
