mvdir: where is it, how can I get it?

If mvdir is so dangerous then why do 'real' SysV's have it and the
Unix PC ones don't?  I've always heard people attribute this to
someone being afraid that the original target audience for these
machines (the 'novice' types) would do something to screw up the
system and not be able to recover.
