Troubles with 3B1 Compiler and Telephone Manager

I have a couple of problems with my 3B1 and at this point I don't know
where to begin to look for help.

The C compiler does not recognize #include <stdio.h> (or other library
includes) and always gives the message "can't find include file
<stdio.h>".  My path does include /usr/lib and /lib and I have
reinstalled the development disk set successfully without any luck. 
Help with what to look for and where to look would be greatly
appreciated.

While using the supplied Telephone Manager to login to a host machine to
read new, send mail, etc. , at random intervals I am
switched back to the local machine.  I can't find any pattern to when
this occurs or anything I am doing.  I have an external 2400 baud modem
which works fine on another machine using kermit. I have played with my
RS232 profile settings without any apparent luck.  They are below and if
anyone can suggest a fix I would be very grateful.
