modems on rs232 port

I am having the customary trouble with the on-board-modem failing to talk
to two of the three computers i need to talk to. i have attached a CTS Datacomm 2424ADH modem to the rs232 port, installed it as a hayes modem. i borrowed it 
from an application as a hayes compatable, as which it connects to all three
of the computers desired, when connected to a zenith 248 AT clone.

as a response to 'cu -s2400 -d <telephone #>' i get the following:

Sending <^M>
Waiting For <^M>
Got     ^M
Sending AT^M
Short Write:0
Connect failed: ACU Problem


is there anything i can do to make this modem run on the 3B1? is there a known
collection of modems which are hayes compatable which will run? are there any 
other modems which can be made to work with the drivers provided with the
3.51 software release?
