Perhaps it is "inert" in the cartridge but what happens when it goes on
the page is another problem.  I've had problems with allergic reactions
to badly adjusted machines that leave loose toner on the pages.  (I've
had this problem more often in Japan than in the US.)  In a few cases
I've had to use gloves and wipe the pages!
