need uucp connection in mpls,mn area

Hello:

I have a friend in Excelsior MN that needs a local uucp connection.  he has
a 3b1 that he would like to connect to the net.  Can anyone in the Minneapolis
area help out?  

he doesn't have a lot of $$$, so a cheap connection would be best.  he only needs
to get mail and some small amount of news.
