Nope. The TCP dialer that comes with the Basic Networking Utilities is (in
SVR2) for Wollongong TCP/IP on the 3B2, or (in SVR3) for Streams Transport
Interface (which is not TCP/IP _per_se_, but any network that is accessible
through TI). Not surprisingly, AT&T doesn't support Berkeley sockets. And
Pyramid does not yet have a Streams TCP/IP implementation. Ergo, you cannot
talk uucp over TCP/IP in the att universe. 

Your only solution is to install 4.3BSD UUCP in both universes. See the OSx
System Administrator's Guide for instructions on how to do this.

Thanks for catching the bug in the Dialers comments. I excised all the exam-
ples of unsupported interfaces, but missed the summary at the top of the file!

BTW, the changes in 4.3BSD UUCP to make networking interfaces work *right* are
considerable. I don't think I would want to run the AT&T UUCP TCP/IP implemen-
tation just because of all the security holes.
