Yes there is an rdump, and no you can't get it for free.

We usually gladly give away stuff that does not require access to the
source to be written.  But given that we had to shell out big bucks
(for us) to get the SGI source, it does seem unfair that we should pay
for the source and then freely distribute work we couldn't have done
without having access to source.

We are increasingly aware of this now that a SGI salesperson inquired
about the availability of our BSD/SunOS/GNU emulations and/or ports so
that he could point someone at another BSD/SunOS shop at us for that
software, in an effort to woo them and sell them SGI boxes.

So you'll have to wait until SGI sees the light and supports this,
which they may be convinced to do in due course, or give us something
we consider to be of value so we aren't subsidizing you by providing
you with our work.  Contact lab at cs.toronto.edu if you are willing to do so.

Hmm.  Maybe a Toronto Software Distribution for SGIs...
