If you're running X, you might try any of idraw, xfig or xpic, all of
which match that description (more like MacDraw than MacPaint, though)
All are in the R4 distribution in contrib, and are available from
archives sites (try expo.lcs.mit.edu for xfig or xpic, try
interviews.stanford.edu for idraw -- it's part of the InterViews
toolkit.  You'll need a C++ compiler for the latter)
