Gnu Emacs - yet another weirdness

The not-so-strange error: When the window is resized the window is not
	refreshed.  I assume that somewhere something is not picking up
	the RESIZE event and refreshing the screen.  A simple ^L
	periodically fixes this.

The strange error: When using emacs from the console, the caps lock key
	doesn't function???   It works fine in all other programs.  The
	ordinary shift keys work but though the little caps lock led
	goes on and off, all the characters are lower case.  I am
	running emacs with no options and there are no emacs options in
	my .Xdefaults file.  How does one make a program ignore the caps
	lock key.  Can it be remapped in the .emacs file even though it
	transmits no characters?

Any ideas would be appreciated.
