Odd ttyf occurrences

I have a TELEBIT Trailblazer Plus modem running on a ttyf and it works
just fine.....usually.  However, occasionally, the tty port forgets to
assert CTS and since I am using hardwire handshaking, the modem won't talk
to me.  The only way I have found that I can use to fix this is to
powerdown the system (not the modem) and it fixes itself.

I have tried killing the uugetty running on the port in hopes that it
will reinitialize, but that fails.

It may be coincidental, but all of this trouble started right after we
upgraded from 3.3.1 to 3.3.2.  The hotline hadn't a clue.

Any thoughts.
