Bad free inode count in superblock

I wrote:

It was suggested that some System V implementations exhibit this
problem when large numbers of files are created/deleted in a short
span of time (as is likely to happen when news is running).

Further, there is supposed to be a fix for this.  Can anyone
provide additional info?
