User ID confusion

Hi, periodically, our IRIS will confuse user IDs when commands such as
talk and ftp are invoked.  Undeeer ftp, the default login ID will be
somthing other than your own, and under talk, the wrong ID is transmitted
to the recipient and the recipient must reply to that wrong ID as if it
were the correct one to initiate a talk conversation.

Is this an OS bug?
