text table full message?

We have a few 3/50's and 3/60's[B all running OS 3.5.  When things get a
little busy a message is periodically sent to the console "text table
full".  I see no visible side effects of this message except for the fact
that it appears on the console.

I would like to know where it's coming from and what can be done about it?
