anonymous ftp permission

I see something weird in the 'man ftpd' documentation.  It says you should
make the /pub accounts owned by ftp and chmod 777.  This means that anyone
can write to it!  I set up my system like that at first, but discovered
the violation, so I restricted access to this directory.
