"The Consulting CCITT Image Compression/Decompression Special is a
software implementation of the Group 3 1-dimensional and the Group 4
2-dimensional digital facsimile transmission standards as defined by
the CCITT (Comite Consultatif International Telegraphique et
Telephonique), an international standards defining body.  These are the
compression/decompression schemes used for FAX facsimile transmission.

"The Group 3 1-dimensional scheme encodes an input image run length
using a modified Huffman code to produce the transmittable facsimile.
The Group 4 2-dimensional encoding is an extension to the Group 3
1-dimensional algorithm (mentioned above) and is known as the modified
READ (relative element address designate) code.  It is a more efficient
coding technique and has been designed for future expansion in the
areas of color-coding, grey-scaling, and pattern recognition."
