does /var/spool/cron/queuedefs work in 4.0?

Can anyone verify that /var/spool/cron/queuedefs works as documented with
SunOS 4.0?  I've edited the file and re-started cron but it seems to have
no effect in limiting the number of at jobs that can be run.

Here's what's in it now:
