modem problem on 4/280, SunOs 4.0

If a user calls in and starts a job in the background, that modem will be
unusable until the job finishes. When this happens, I can look at the
modem, and see the TR isn't being reasserted while the job is running.
We've tried several combinations of shells and output redirection, and
haven't had any luck. I know I've seen this discussed here, but now I
can't find it. Can anyone help me?
