Backgound processing on a server?

Has anyone done measurements of the effect on server performance of a
background process?

A `background process' is defined as a low priority ("niced" all the way
down) CPU bound process.  This process would do very little I/O and would
be small enough to avoid any paging.

Any measurements or informed opinions would be helpful.
