Yes, it's pretty frustrating when a parent mount in a mount hierarchy gets hung up like that. I usually run into it when the server for the directory goes down. I can't unmount it because the submounts keep it EBUSY and pathnames to umount the submounts get hung up on the dead parent. Sadly, the only way out of this catch-22 is to reboot.
