when to swapon -a?

I note that the Sun /etc/rc invokes swapon -a *after* /etc/rc.local has
been called. I presume that this means processes started up during
rc.local do not get the benefit of multiple spindles. (A) Am I correct in
my assumption? (B) Can you think of any problems that might be caused by
moving the swapon command before rc.local is called?

As usual, mail me and I will summarise if I get any info.
