TTY port 'busy' while background process runs

Using Sunos 4.0.3 on a 4/110, I invoked a background process while logged
into a dialup port and then logged out.  Subsequent attempts to dial out
of that port using c-kermit failed with a 'tty busy' error until the
process terminated.
