tip: "all ports busy" ?

We get this message from tip (-9600 /dev/cua2) on occasion, yet there are
no processes that are obviously using the port, and no lock files in the
UUCP spool area.  Is there some way to determine what processes are
leading to this message?  Thanks for your e-mail reply!
