Modems connected to a Sun 4/390 ALM-2

I have the following configurations and can not get my telebit T1500 modem
to correctly log in on this port no matter what I try. If I connect to it
from another T1500 at a remote site I can not get it to give a login :
prompt. After the remote user has verified that he has connected I can
then type 'tip tb9600' and I can interact with the remote user. The
/dev/cua2 port is used as my link to UUNET and does seem to be talking to
the telebit just fine. Any help would be greatly appreciated.
I have enclosed relevant information from each of what I feel are the
significant files. System is running 4.0.3.
