Ray Kreisel's "touchup" - where is it ?

I have an outdated version of the fantastic "touchup" raster image editor
written by Ray Kreisel.  Wherefrom can I FTP the latest version (>= 2.6) ?
We want the SunView version now, but would also like to hear of any XView
versions.
