SunOS 4.1 starter kernel diskless

It seems that SunOS 4.1 no longer includes a starter kernel which can be
booted diskless. Is this the case, or am I making a dumb mistake? And,
if it really is true that they don't ship a starter diskless kernel
anymore, does anyone have any idea of the rationale? (My working
hypothesis is "in order to make Brian Rice's life a living hell," but, I
dunno, I may be taking this a little personally.)

I'll summarize e-mail responses if it turns out to look worthwhile.
