Bug in tmpfs affects Fortran compiler in 4.1

There is a bug in the tmpfs that affect all versions of the Fortran
compiler.  The bug has to do with the initialization of data that should
be 0.  This data actually gets initalized to random values.

The work-around (from Sun) for this is to NOT use the tmpfs for the /tmp
partition (i.e. use a disk base /tmp rather than a RAM based one).  The
bug id is 1038651.
