NIS Slave servers

My question concerns Sun NIS servers.  When a NIS master server goes
down, the slave is supposed to take over as the NIS server.  This
does work of course but it takes a while.  My question is as follows.

1.  What are the technical reasons for the period of time it takes for
    the slave server to take over responsibilities?

2.  What is the exact period of time it waits for the master to come
    back up?

3.  Can you change this timeout value in the kernel or anywhere else?
