Occasional No DTR

I've got a weird problem that I hope someone can shed some light on.  I've
got a SparcStation I, Telebit T2500 modem on ttyb, and SunOs 4.1.1.  The
modem is used for both incoming and outgoing calls.  What happens is that
every once in awhile the system is left with the getty running but it
doesn't have DTR raised.

The problem can be "fixed" by executing:

   ttysoftcar -n /dev/ttyb
   kill PID_of_getty_running_on_ttyb

The modem is completely functional for outgoing use but the telebit
doesn't answer if DTR is not raised.

"ttysoftcar -a" is run from rc.
