doubling the number of inodes on a partition

As the title says, how do I go about doing this on a Sun 3/280 running
SunOS 4.0.3. I've been told by a knowledgeable source that newfs is 
broken and you have to use mkfs to do this. Any guesses (educated, of
course). Thanks in advance.....
