Now what's wrong with UUCP?

Every once in a while I get a message from UUCP like this:

file D.cmcl2BC0946, system panix
remote access to path/file denied

This is definitely bogus. Neither my uucp spool or cmcl2's is write-protected.
So what's causing this message? The file in question is just a mail message.
