Bug in utime(2) ?

This may very well be missing documentation (as in the launch man page...)

calling utime(2) requires a pointer to a structure of _three_ values.

Try it, check with ls -l and then change the third value (buf [ 2 ])
and repeat.

This is very incompatible with the behaviour of other machines, and
is a _bug_ if the man page of utime is supposed to be equal to the
specification.
